ASEP By-Laws
ARTICLE II - Membership
SECTION 1. Grades
Membership in the Association shall consists of the following
grades: FELLOW, REGULAR MEMBER, ASSOCIATE MEMBER and AFFILIATE
MEMBER.
SECTION 2. Admission
Application for membership in the Association shall be made
in writing in a form approved by the Board of Directors. Admission
to membership shall be made in accordance with the procedure
and requirements prescribed under these By-Laws.
SECTION 3. Fellow
There shall be no direct admission to the grade of FELLOW.
Admission shall be only transfer from the grade of Regular
Member. To be eligible for transfer to the grade of FELLOW,
a Regular Member shall be at least forty (40) years of age
and have had responsible charge for not less than ten (10)
years, in the grade of Member, of important work in structural
engineering and be qualified to direct, conceive, plan or design
structural engineering works; or in lieu of such experience,
shall have had responsible charge for not less than ten (10)
years, in the grade of Member, of important industrial, business,
construction, educational, editorial, research, or engineering
society activity, requiring the knowledge and background gained
from structural engineering training and experience. A FELLOW
shall have the privilege of using the title "FELLOW, ASSOCIATION
OF STRUCTURAL ENGINEERS OF THE PHILIPPINES" or "F.ASEP" in
connection with his professional practice.
FELLOWS shall constitute the College of Fellows and elect
annually the Chancellor and Scribe from among themselves. The
College of Fellows shall be the highest advisory body to the
Board of Directors.
SECTION 4. Regular Member
A REGULAR MEMBER at the time of his admission shall be a Registered
Civil Engineer regularly and extensively engaged in the practice
of structural engineering for at least five (5) years, two
(2) of which shall be continuous, full time and immediately
prior to his application for admission to the Association and
who possesses the knowledge and had shown competence as a structural
engineer. A degree of Master of Science in Engineering, major
in Structures, shall be equivalent to two (2) years of active
practice and a Doctorate Degree in Civil Engineering with Structures,
as the specialization shall be equivalent to three (3) years
of active practice. A REGULAR MEMBER shall have the privilege
of using the title "MEMBER, ASSOCIATION OF STRUCTURAL ENGINEERS
OF THE PHILIPPINES" or "M.ASEP" in connection with his professional
practice.
SECTION 5. Associate Member
An ASSOCIATE MEMBER at the time of his admission to the Association
shall be a Registered Civil Engineer engaged in full time continuous
active practice in structural engineering for at least two
(2) years immediately prior to his application for membership.
AN ASSOCIATE MEMBER shall have all the privileges, duties,
and benefits of a member except to be nominated and to be elected
to office. An ASSOCIATE MEMBER shall have the privilege of
using the title "ASSOCIATE, ASSOCIATION OF STRUCTURAL ENGINEERS
OF THE PHILIPPINES" or "A.ASEP" in connection with his professional
practice.
SECTION 6. Affiliate Member
An AFFILIATE MEMBER at the time of his admission to the Association
shall be a graduate Engineer with at least five (5) years of
experience in structural engineering and analysis but who has
not passed the Philippine Licensure Examinations for Civil
Engineers. An AFFILIATE MEMBER shall have all the privileges,
duties, and benefits of a member except to vote in election,
to be nominated, and to be elected to office. An AFFILIATE
MEMBER shall not have the privilege of using any ASEP title
in connection with his professional practice.
SECTION 7. Certificate of Membership
The Association shall issue a certificate of membership to
each member, which shall be in a form approved by the Board
of Directors. In case a certificate is lost, destroyed, or
mutilated, a new certificate may be issued upon payment of
a reasonable replacement fee, which the Board on its discretion
may require. In case a member resigns, ceases to be a member,
or is suspended or expelled, the member shall return the certificate
of membership to the Secretary for cancellation or safekeeping
at the headquarters of the Association.
SECTION 8. Good Standing
Any members whose dues and other fees or assessments to the
Association are fully paid, has not violated any provision
of these By-Laws, rules and regulations, and other issuance's
of the Association, and has complied with all the obligations,
duties, and undertakings of membership shall be considered
a member in good standing.
SECTION 9. Right to Vote
At every meeting of the members of the association, every
qualified member in good standing and not on leave of absence
or otherwise ineligible according to these By-Laws is entitled
to one vote.
Voting by proxy shall be allowed, provided that it shall be
in writing according to the standard format prescribed by the
Secretary, signed by the member, showing an intention to empower
the person to whom it is given to act as agent in voting, and
is filed with Secretary at least twenty-four (24) hours prior
to the meeting.
SECTION 10. Title or Interest in Funds and Assets
No member shall have or acquire any right, title or interest
in the funds and assets of the Association nor be entitled
to share in the distribution of any assets of the Association.
All funds and assets of the Association shall be utilized and
applied by the Board of Directors for the attainment of the
purposes and objectives as stated in these By-Laws and the
articles of Incorporation. |
