ARTICLE VIII - Membership Screening Board

SECTION 1. Purpose

The Membership Screening Board shall encourage qualified civil engineers to join the Association, as well as take charge of the nomination to the grade of FELLOW, endorsement of admission to the grade of REGULAR MEMBER, ASSOCIATE MEMBER, or AFFILIATE MEMBER, and initiation of any proceedings toward the suspension or expulsion of a member.

SECTION 2. Composition and Tenure of Membership Screening Board

The Membership Screening Board shall consist of three (3) FELLOWS or REGULAR MEMBERS who shall serve for a term of three (3) years. The President shall appoint the members of the Membership Screening Board with the concurrence of at least six (6) members of the Board of Directors. Appointment to the Membership Screening Board shall be so staggered that only one (1) member is appointed each year with two (2) other members as hold-over in order to attain continuity in its screening policies. The term of office of an appointee to the Membership Screening Board shall start on the first day of the seventh month of the fiscal year.

SECTION 3. Qualifications

Any FELLOW or REGULAR MEMBER not otherwise disqualified, of good standing, and not on leave of absence may be appointed to the Membership Screening Board. No member of the Membership Screening Board shall, at the time of his appointment, be employed with any firm other than those engaged in educational or purely professional engineering practice. No incumbent member of the Board of Directors may be nominated or appointed to the membership Screening Board.

SECTION 4. Appointment Procedure

Each appointee shall be notified by the Secretary, and to qualify shall accept such appointment in writing. A new member shall be informed of his appointment at least fifteen (15) days prior to the date of affectivity.

SECTION 5. Replacement

In case of resignation, disqualification, disability or death of any member of the Membership Screening Board, the President shall appoint his substitute with the concurrence of the Board of Directors. The new member shall sit in the Membership Screening Board for the unexpired term of predecessor in office.

SECTION 6. Chairman

The Chairman shall be appointed by the President, with the concurrence of the Board of Directors, from among the three (3) members.

SECTION 7. Implementing Rules and Regulations

At least twice in the fiscal year in time for the regular membership meetings, the Membership Screening Board shall act upon applications for membership. The Membership Screening Board shall set further rules and regulations to implement the Association's policies on membership with the concurrence of the Board of Directors.
