ASEP Through the Years: 1990-1992

1990-1991

  • June 1990 - ASEP elected 1990-1991 officers and members of the Board of Directors and sets cooperation among organization as the new thrust of next term.

  • July 16, 1990 - ASEP responded, within 24 hours after the devastating earthquake, to the request of DPWH for assistance in the structural inspection and rapid evaluation of buildings in Metro Manila.

  • July 23, 1990 - ASEP President Engracio P. de Gracia and Membership Screening Committee member Edward Y.C. Tan organized the four Rotary Clubs of Baguio in providing logistical support to the joint team of structural engineers from ASEP, DPWH and Baguio City Engineers Office (CEO). They were joined by Directors Peter Ureta and Reggie Alarcon in leading the structural inspection and rapid evaluation of 386 buildings consisting of schools, gov't offices and privately owned structures in Baguio City.

  • August 17 - 18, 1990 - ASEP held a symposium on Post Earthquake Information at the UPAIT. It provided a forum for free exchange of Postearthquake information among seismologist, geologists, geotechnical engineers and practitioners in structural engineering in the government and private sectors.

  • Sept. 1991 - ASEP's National Structural Review Code was formed by then President de Gracia and Past President Efren H. Sison as chairman and members, Romer Montoya, Roberto Bernardo, Eduardo Arrojado, Carlos Villaraza and board of Consultants: Dr. Salvador Reyes, Dr. Ernesto de Castro, Prof. Jose Ma. De Castro.

  • Oct. 19, 1990 - The 29th Anniversary and Induction Ceremonies of ASEP was held. Sen. Ernesto Maceda was guest speaker.

  • Oct. 27, 1990 - Seminar "Towards Improving the Standards of Earthquakes resistance of Structures" was jointly sponsored by ASEP and NSSEEP (National Society on Seismology and Earthquake Engineering of the Philippines.)

  • Nov. 1990 - ASEP was invited as NATIONAL CONVENOR in the ADOPT-A- SCHOOL ACTION PROGRAM (ASAP) initiated by Sen. Jose Lina as Exec. Chairman. Then ASEP President de Gracia made representation with the Rotary Club of Makati-Guadalupe to adopt the Pogo Lasip School in Dagupan and Pine City High School and to donate P 120,000 through the ASAP for the construction of the 2 classrooms to be constructed under the ASAP.

  • Dec. 1990 - Structural Engineers dialogue with Architects was initiated by Prof. Jose Ma. De Castro to share earthquake information and discuss broad issues affecting the professions. Several dialogue were held and attended by ASEP President Engracio P. de Gracia, UAP President Chito Alcordo, Minister Alfredo Juinio, Dr. Salvador Reyes, Archs. Canchela, Gabino de Leon and Honorato G. Paloma, Antonio Dimalanta, Engr. Romer Montoya, Jose Abad, Edward Y.C. Tan and Roberto Bernardo.

  • Jan. 1991 - Publication of ASEP Newsletter and latest MEMBERSHIP DIRECTORY.

  • Feb. 1991 - ASEP President Engracio P. de Gracia met with CECOPHIL'S Mr. Pablo Arevalo and UAP's Chito Alcordo to discuss joint efforts in supporting the establishment of a computerized Database on Earthquake Information. ASEP Committee on Guide to earthquake Resistance Design of Structures finalized draft of manual preparatory to printing of FINAL PROOF for dissemination.

  • March 1991 - ASEP and UAP organized forum to host Dr. Rey Punongbayan of PHILVOCS explaining recent studies on liquefaction and earthquakes occurrences.

  • March 1991 - ASEP President Engracio P. de Gracia and Treasurer Alfredo Yap discover malversation of ASEP funds by long-time Secretary Vivian Delos Reyes. Vivian who served ASEP for 20 years encashed check payments for 700 NSCP copies consigned to William Bookstore and Miranda Bookstore.

  • April 1991 - DPWH Inter - Agency National Building Code Review Committee approved the new guidelines on the design and construction of earthquakes resistive structures submitted by ASEP. The seismic provisions are contained in the ASEP GUIDE to Earthquake Resistant Design of Structures.

  • May 1991 - Final Proof of ASEP GUIDE Earthquake Resistant Design of Structures completed.

  • July 16, 1991 - Launching of First Edition of ASEP Guide to Earthquake Resistant Design of Structures.

1991-92

  • June '91 - ASEP organized, in coordination with the United Architects of the Philippines (UAP), a forum on "Risk Evaluation Hazard mapping" held at the Architectural Center Club, Inc. (ACCI) in Makati. Guest Speaker was Dr. Raymundo Punongbayan of PHILVOLCS.

  • June 26-27, 1991 - ASEP hosted a two-day technical seminar on "July 16, 1990 titled Earthquake - A YEAR AFTER" at the University of the Philippines on July 26-27, 1991 jointly with the Professional Executives and Managers of the Construction Industry, Inc. (PEMCI), Philippines Institute of Civil Engineers Makati Chapter (PICE), and the Building Official's Organization of Metro Manila (BOMM).

  • August '91 - ASEP participated in the Technical Seminar sponsored by the DPWH on the Earthquake Resistant Design and Construction Structures which was attended by Building Officials and Municipal Engineers. The ASEP Speakers were Engrs. Engracio P. de Gracia, Alfredo Juinio Jr. Vince Villase?? Carlos Villaraza, Edward Y.C. Tan and Romer Montoya.

  • September '91 - Pres. Engracio P. de Gracia signed a Memorandum of Agreement with the Presidential Task Force on Mt. Pinatubo Resettlement headed by Secretary of Budget Guillermo Caraque and the President of the Philippine Institute of Civil Engineers (PICE) Romulo del Rosario, President of the United Architect of the Philippines (UAP), Richeto Alcorado, President of the Philippines Constructors Association (PCA) Jesus Ferrer.

  • Nov. 5 ' 91 - DPWH Undersecretary and President of the Philippines Institute of Civil Engineers (PICE) Romulo del Rosario signed the FIRST COPY of the Technical Manual "ASEP GUIDE On Earthquake Resistant Design of Structures" during the Launching Ceremony held at the Architectural Center Club, Inc. (ACCI) in Makati. The ASEP GUIDE Committee is composed of Engracio P. de Gracia - Overall Chairman, Prof. Jose Ma. De Castro - Technical Chairman, Romer S. Montoya, Vince Y. C. Tan, Hermenegildo P. Manzano Jr., Regidor C. Alarcon and Eduardo C. Arrojado.

  • Nov. 6 '91 - Pre. Engracio R. de Gracia and Dir. Fidel R. Sarausad jointly delivered a paper titled "Earthquake Resistant Design Structures" (1992 ASEP Guide) during the PICE National Convention at the Manila Midtown Ramada Hotel.

  • Nov. 7-9 '91 - Five ASEP members were elected as among the New Set of Officers of the Philippines Institute of Civil Engineers, National (PICE). They are incumbent ASEP President Engracio P. de Gracia ((Director) Past ASEP President, Engracio P. de Gracia (Director) PAST ASEP President, Ernesto de Castro (Vice President), Primo Alcantara (Director), Past Director Romulo del Rosario (President) and Past Director Frank Limeta.

  • January 1991 - ASEP with its Representative Director Jose Abad participated in the deliberation on the specification of Portland CEMENT sponsored by the Department of Trade and Industry (DTI).

  • Feb. 1992 - ASEP participated in the UNESCO National Commission of the Philippines sponsored the seminar on "Earthquake Resistant Design of School Building" with ASEP Pres. E. P. de Gracia and Dr. Salvador Reyes as speakers.

  • Feb. 1992 - ASEP participated in the UNESCO National Commission of the Philippines sponsored the seminar on "Earthquake Resistant Design of School Building" with ASEP Pres. E.P. de Gracia and Dr. Salvador Reyes as speakers.

  • Feb. 1992 - The Committee on the Preparation of the Revisions of the National Structural Code of the Philippines (Vol.1) Buildings, Towers and other Vertical Structures completed the 4th and 1992 edition. The Committee is composed of Engracio P. de Gracia - Overall Chairman with Working Committee members Hermenegildo P. Manzano, Jr., Romer S. Montoya, Carlos M. Villaraza, Roberto P.Bernardo, Eduardo C. Arrojado.

  • Feb. 21, 22 & Feb. 28, 29 - ASEP hosts a two-day Lecture and Practicum on Finite Element Analysis of Structure at the Center and AGS Offices. The lecturer was Dr. Victor Pulmano from the University of New South Wales in Australia.

  • March 16-18, 1992 - ASEP President Engracio P. de Gracia and Director Fidel R. Sarausad served as resource speakers in the "International Conference on Earthquake" held at the Soil Research Center in Quezon City and hosted by the Presidential Committee on Earthquake.

  • March 1992 - ASEP hosted STEEL SEMINAR at Hotel Nikko Manila Garden in cooperation with OVEARUP and British Steel President Engracio P. de Gracia acted as Moderator.

  • April 1992 - ASEP thru its Task Force headed by Engr. Edward Y. C. Tan completed design assistance to the Mt. Pinatubo Resettlement. ASEP provided engineering design expertise in cooperation with the United Architects of the Philippines (UAP) who prepared the Architectural plans of the vertical structures in the Resettlement Community consisting of clinics, schools, townhalls, sports, facilities, markets.

  • May 29-30, 1992 - Holding of the Fifth Biennial International Structural Engineering Conference at the Century Park Sheraton Hotel.
