ASEP Through the Years: 1961-1972
1961
Incorporation in September 1961. Ambrosio Flores
was founding President with 32 charter Members.
1962
Publication of a Code of Practice. The code includes
guiding principles in private practice, recommended schedule
of professional fees, Code of Ethics and definition of the
scope of services, responsibilities and liabilities.
1963
Publication of the Manual of Engineering Practice
that includes a typical form of agreement between Owner and
Engineer and between Architect and Structural Engineer as well
as recommended schedule of fees for structural engineering
services.
1964-1968
Publication of the Committee report which assembled,
correlated and summarized existing information on the factors
that determine wind forces on structures in the Philippines.
The report became the basis for wind forces on Structures in
the Philippines. The committee created by incumbent President
Abelardo Carillo was composed of Mr. Andres O. Hizon as Chairman,
and Messrs. Lauro M. Cruz and Gaudecio Z. Santos as members.
1969-1968
A severe earthquake collapsed the Ruby Tower Building
in Sta. Cruz, Manila and damages many others. The earthquake
damages were studied by ASEP members through a series of seminars,
some of which were held in the work area of the office of then
President Angel Lazaro, Jr.
1970-1971
Holding of the one-day convention entitled "Safety
in Structures" at the SSS Building in Diliman, Quezon City.
Technical papers were presented by four leading members of
the Association: Dr. Fiorello Estuar, Engrs. Jose S. Abad,
Nicanor Austriaco and Octavio A. Kalalo. Then Senator Jovito
Salonga who was newly elected Senate President of the Republic
was guest during the induction ceremony.
1971-1972
- Amendment of the Constitution and By-Laws requiring screening
of membership applications by a permanent Screening Board.
- Holding of the 1972 Philippine Civil Engineering Convention
at the SSS Building Convention Hall in Diliman, Quezon City,
jointly sponsored by ASEP, Phil. Association of Civil Engineers
(PACE) and the Philippine Society of Civil Engineers (PSCE).
- Preparation and publication of the country's first National
Structural Code for Buildings during the incumbency of Pres.
O.A. Kalalo. This was officially launched during the Convention.
